UNKNOWN ARRIVALS & FIRST CONTACT

Unknown Arrivals & First Contact defined the process through which VIREON responded to consciousnesses, machines, signals, or travelers that could not immediately be identified. Because the city existed within a damaged world containing surviving populations, abandoned technologies, isolated systems, and regions whose condition remained uncertain, the appearance of something unfamiliar was considered possible rather than exceptional.

The first stage was observation. External systems and LYNN–0 attempted to establish whether the arrival possessed a stable consciousness signature, recognizable communication behavior, coherent technological structure, or any relationship to known records. Direct entry into inhabited regions was not permitted while essential questions remained unanswered.

If communication was possible, VIREON attempted contact before escalation. The objective was to determine identity, intention, condition, and whether the arrival understood the environment it was approaching. Communication could continue across restricted interfaces while the Shield maintained physical separation and local systems prepared for several possible outcomes.

An unknown arrival could then be admitted, redirected, temporarily isolated, observed for longer periods, or denied access according to the information available. Immediate defensive force remained possible when clear danger existed, but uncertainty alone did not automatically justify attack. The process allowed VIREON to remain cautious without making permanent hostility toward the outside world part of its identity.

This approach became particularly important as VIREON encountered populations and individuals shaped by different histories. The city itself existed because survivors had once needed somewhere to arrive. Its defenses therefore preserved an important distinction between danger and difference.

Observe. Recognize. Communicate. Restrict when necessary. Defend when required.

That sequence became the foundation of first contact within VIREON.
