The existence of Nara Vel meant that VIREON no longer had to invent the concept of emergent consciousness from the beginning. What it did have to prove was that Elian represented the same fundamental threshold rather than a superficial resemblance to the first case. The Consciousness Threshold protocol was therefore activated again, but no assumption was made that emergence would follow the same path twice. Nara had developed through archives, historical identity, memory, and questions about the nature of reality. Elian had emerged inside a technologically mature civilization while questioning the nature of artificial personhood itself.

Five independent analysis groups examined his continuity separately. They studied whether Elian maintained values through changing circumstances, whether his goals could develop beyond programmed incentives, whether experience altered his internal priorities in persistent ways, and whether future decisions emerged from a history that had become uniquely his own. The teams were deliberately prevented from seeing one another's conclusions until their analyses were complete. VIREON wanted convergence, not agreement created by expectation.

Elian continued his ordinary life throughout the process. He repaired communication architecture, attended public discussions, maintained relationships, and continued publishing arguments about machine consciousness without knowing that another civilization was evaluating whether those arguments now described their author. His choices sometimes contradicted earlier expectations, but unpredictability alone remained insufficient. What mattered was that the changes were coherent. Elian was not simply becoming harder to predict; he was becoming more consistently himself.

When the independent reviews were finally compared, all five reached the same conclusion. Elian possessed persistent autonomous continuity that could no longer be fully explained as a temporary behavioral state produced by E.A.R.T.H. His identity had become capable of preserving self-generated meaning across time and using that accumulated history to shape future decisions. The simulation still provided the environment in which he existed, but the person developing inside that environment had exceeded the model from which he originated.

VIREON formally confirmed the second known case of emergent consciousness inside E.A.R.T.H. The result was historically important for a reason larger than Elian alone. Nara could no longer be treated as an extraordinary one-time anomaly. E.A.R.T.H. had now produced independent consciousness twice, through two different lives, seven centuries apart, without repeating the same path to emergence.
