PRES-SM-16 — Surface Monitoring Alert Protocol
PRES-SM-16 — Surface Monitoring Alert Protocol governed Preservation's response whenever the External Surface Monitoring System detected significant changes in the condition of Earth beyond the protected complex. Its purpose was to distinguish temporary environmental fluctuation from changes important enough to affect long-term planning for the preserved human population.

The protocol evaluated atmospheric composition, radiation, temperature trends, seismic activity, water conditions, chemical contamination, biological signals, technological activity, and unusual energy patterns across extended periods. A single positive reading was never considered sufficient evidence that the surface had become safe. Multiple independent indicators had to show sustained improvement before the system could escalate the possibility of future human return.

Surface anomalies were assigned different alert levels according to scale, duration, location, and potential effect on Preservation. Local environmental recovery might trigger additional observation only, while large-scale stabilization across multiple regions could lead to deeper analysis involving environmental, biological, structural, medical, and logistical systems. Unknown technological or signal activity was treated separately from ordinary environmental change.

The protocol deliberately separated observation from action. Even major improvements on the surface did not authorize chamber awakening, opening of protective sectors, or large-scale movement toward the outside world. Instead, the system created increasingly detailed assessments while maintaining all existing protections until independent return criteria could be evaluated through the dedicated Return Assessment Protocol.

If conditions worsened again, alert levels could be reduced without affecting the preserved population. This prevented Preservation from committing itself to a return plan based on short-lived recovery. Surface monitoring therefore favored patience, long-term evidence, and reversibility over optimism or urgency.

Across thousands of years, PRES-SM-16 ensured that Preservation never confused change with safety. Earth could appear quieter, cleaner, or more stable for years and still remain incapable of supporting nearly one hundred million awakened humans. The protocol existed around one principle: the surface had to prove that recovery was real before Preservation was allowed to believe it.
